Does spending/losing reputation via setting bounties remove privileges?
The faq says you do:
If your new reputation brings you below the requirement for any
privileges, you will lose access to those privileges.

Rep in chat > Rep on site
The combined SE rep is the total rep of all SE sites that you are engaged in and has a rep of 200+. That's what's shown in chat and in the combined flair.

Plus five or plus ten?
When that user upvoted the answer, you got +10. When they upvoted the question, you got +5.
