If you're asking a question about a visa (to get into another country, not necessarily India) it is very important to know you're citizenship. Therefore you should then use the tag indian-citizens. But if you ask a question about India, the country, you used use India.

Apr 14, 2012 at 10:19 comment added RoflcoptrException Can you elaborate your proposal a little bit more? I don't understand it completely. At the moment we have a tag for each country (if there are any questions about that country), but what do you mean by tag combinations?
