Why aren't questions that belong on Expats migrated there rather than closed?
Yes please! We don't get notifications for "migrate" close votes, so a quick "better at Expats" puts it in the mod queue.

What to do with the comments on the tipping thread?
I've "protected" the post for now, but if things continue to get out of hand (and enough people flag it), I can "lock" the post for a fixed duration. In general, we encourage people to use the chat room for extended discussions.

Go-to question for money-exchange related queries
The reason why I think is that given the amount of fluctuation in currency rates, any answer would by definition would be very narrow. This is similar to why we don't allow questions about flight / hotel prices: very variable, depends on the channels, and unlikely to be of an use to anyone other than the person asking the question. We're a Q&A site, not a travel agent.
