Is this question better for Travel or Expats SE?

It fits in Travel.SE indeed. Not in Expats.SE. The intention is tourism, short stays for courses are usually on-topic here and more of a recreational thing.

Question about a question about approaching work-related stay in Australia

If you gonna stay for a year, most likely you will need a long term work visa, open a bank account, etc. I suggest asking that in expats.SE.

IMHO this question is a better fit for Expats. The root of the problem is that you want to convert a tourist visa into a temporary residence permit to study in a given country.
