Do we really want all these “best phone for country X” questions?
We've had a discussion in general earlier and some SE sites have a 'General Reference' reason for closing questions. Having said that, many questions here on Travel.SE could be answered by Wikitravel …

Out of date questions
No, "specific moment in time" reason for closing as too localized does not mean this. That would be if a question was something like "LAX to SFO airfares on 28th August 2012" - THAT is too localized.
