Yes there is!
Firstly, not directly from Stackexchange. While not an email, you can get a RSS feed.
So for example, the RSS feed for the israel questions on the main site would be:
https://travel.stackexchange.com/feeds/tag?tagnames=israel&sort=newest
which you could put into your nearest rss subscriber.
Then, IF you do want an email, specifically, you can use a service like FeedMyInbox which you give your RSS links, and it emails you updates from the RSS feeds.
This way, you'll get new questions for Israel sent through to you.
